Developers were required to manually review and analyze large-scale documentation through visual inspection and comprehensive reading. This created bottlenecks in the development workflow and represented a suboptimal use of technical expertise.

The development processes were resulting in increased operational costs due to inefficient resource allocation. Development teams were dedicating significant billable hours to manual document analysis, which directly impacted budgets and delayed delivery timelines.
